Control + left click not working

For the last 4 years I've been playing the Sims 4, I have ALWAYS played with the Sims 3 camera. I have never turned it off, and turning the camera on was my first option the moment I bought the game. I have never had issues with this camera, and more specifically I have never had issues with using control + left click to rotate and such. But, recently, I've hopped into the Sims 4 after a month or so of not playing and noticed something has gone very wrong with my controls. The control + left click is just not working! I couldn't remember if you can pan with left click, but that just isn't even an option anymore.

My mouse works just fine; I changed to another mouse just in case that was the reason. My control button works completely fine, I already used it in multiple games and even double checked after. My Sims 3 camera is still on, and although I know there are other ways to rotate I would love this issue to be fixed.

At first I thought it was because my game was outdated - I didn't play it for an entire month or two, maybe even three - so I updated it to the most recent (March 8th 2021/IWD update) to see if that would fix it. It most definitely did not. None of my settings have changed. In fact I changed them all back to default to make sure I didn't accidentally click something.

If you know the solution to this, I would love to hear it. It's almost like the mouse controls just switched.
