CTRL + SHIFT + C Shortcut not working in Fullscreen Windowed Mode

Question

I have been testing everything I can possibly think of for the past hour.

I have started a fresh game, no Mods or CC, no nothing. The instant I change my game from Full screen to Windowed full screen I loose the ability to use CTRL + SHIFT + C

Is there any workaround?
