Content file locked message at Start Up

When I try to update the game on Steam, I get this message. When I try to start the game using the EA app, it still pops up.

  • MusicCityDawg85​  Try repairing the game in Steam instead.  Right-click the Sims 4 tile and select Properties > Installed Files > Verify integrity of game files.

    If that doesn't help, close Steam and the EA App and kill anything related to either app in the Task Manager's background processes list.  Then delete the SP77 folder listed in the error message and try again to repair in Steam.

    I've been playing sims and have had the same error pop up when trying to launch anything. for this update i've removed all my mods and i've been buying dlc from the spring sale one item that had me facing trouble specifically is the snowy escape file ive bought it on EA and steam but still hasn't loaded up or even let me download it , one issue keeps happening while trying to launch the game, and it is a error of locked content, does anyone have anything similar going on or any advice on what to do ?
