Ctrl+Shift+C wont work. HELP!

I've visited updated guides online on this matter because I want to change on of my sim's gender, but the cheat bar doesn't appear when I press Ctrl+Shift+C, like I used to do in TS3. 

I have city living and get together expansions, and no mods nor cc.

I tried all possible key combinations, still nothing. Please help!
