Cured Vampires not able to become spellcaster

How often does the bug occur? Every time (100%)
What is your current game version number? 1.60.54.1020
What expansions, game packs, and stuff packs do you have installed? cats and dogs, realm of magic, strangerville, vampires, spooky stuff.
Steps: How can we find the bug ourselves? try to learn spell casting as any one of my characters.
What happens when the bug occurs? only gives vampire options even though i've cured my humans. does not offer to learn spellcasting.
What do you expect to see? an ask about magic option.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
