So I thought this wasnt a big deal, so I went to play my Sims 4 game and there were red, white and black question marks all over my people and my game was a bit laggy. I have no mods in my game, only the cfg file. The cfg file keeps coming back even after I delete. Please help me!!!!!

For the weird looking sims, please repair the game in Origin: open your game library, right-click on the Sims 4 icon, and select Repair. This may or may not help with the lag as well; let me know if it doesn't.
The resource.cfg file is supposed to regenerate if you remove it, so that's fine. It's not a mod itself but rather instructions to the game on how to load the mods in that folder. Its presence doesn't cause any problems on its own.
