@NomilynnBeek  I've merged your post with the master thread for this issue.  Please try all the steps listed in the first post.  In particular, be sure to completely disable your antivirus, at least long enough to test; it's often not enough to simply set exceptions.

If none of that helps, please run a dxdiag and attach it to a post.
