Does it matter which Sim you use ? Do they maybe have lots of stuff in their inventory ?
It does not matter which Sim I use. I'm currently using brand new household that has nothing in their inventories, and I am still having the same problems.
Could you post your Computer's DxDiag?

CPU is a bit low but it's not below min requirements.
Can you start a new game for testing purposes and see if you have the same issue ?
If you don't, are you willing to share your save game to see if it's reproducible on another computer ?
