Try saving the police lot from your working game to the library then replace the one in your faulty game.
You'll need the cheat bb.enablefreebuild to do that.
are you playing the standard police career lot or did you do some changes to it ?
Could you start a brand new game for testing purposes to see if you have the same issue there (this is to find out if it's a general problem or save game related)
Also are you using any mods/cc in your game ?
I didn't make any changes to the lot, and I don't have any mods or cc in my game. But I made a new save and the police career worked fine so it seems to be a problem with my one specific save, I'm not sure how to fix it.
