windows 11
Which language are you playing the game in?
English
How often does the bug occur?
every time
What is your current game version number? 
1.107.112.1030
What expansions, game packs, and stuff packs do you have installed?
all of them
Steps: How can we find the bug ourselves?
run the game with dx11 in the different modes described below

What happens when the bug occurs?
when live mode is not paused and I'm actively playing the game GPU usage for sims 4 is around 39% to 45%
when I do any of the following (pause live mode, enter build mode, open game options) GPU usage for sims 4 fluctuates between 40% to 60% .... that is if I'm moving the mouse!
If I stop moving the mouse in any of the above modes including un-paused live mode OR sims 4 window (i play in windowed fullscreen) is not in-focus OR when I press ESC .... in any of these 3 cases GPU usage for sims 4 is 93% to 96%
I also noticed that typing in the gallery is very laggy. There is a noticeable lag between pressing the letter and it actually showing.

What do you expect to see?
no spikes in GPU usage
Have you installed any customization with the game, e.g. Custom Content or Mods?
all are disabled

@deeonlinesm Yes, yes. This is the problem I'm having too! In idle GPU usage is like 60% but when something moves even slightly on the screen it spikes to 99% and lags a lot even if nothing is happening. Even on the main menu before loading saved game up, it already uses 70% of GPU. PC goes extremely loud too. With DX9 this doesn't happen so it's not my pc's problem.
