Basically my game runs fine either in DX11 and DX9 mode.
The only issue I have - as some others - in DX11 mode I can't alt-tab out of fullscreen mode.
I'm using a AMD Radeon RX 7600 GPU with the AMD 24.7.1 Adrenalin Edition driver set. OS is Windows 11 Build 10.0.22631.4169.

Enabling DX11, opening the game in fullscreen mode, press alt+tab - What happens when the bug occurs?
Pressing alt-Tab the Windows app picker menu appears as expected, but no matter which app including the desktop you choose, you can't change to another app. - What do you expect to see?
Being able switch to another app - Have you installed any customization with the game, e.g. Custom Content or Mods
No - for the test I used a brand new vanilla save out of the box
Switching out of fullscreen mode to another app works flawless in DX9 mode.
