It also doesn't work with just one pack. I also know it won't work via the shortcut, I rarely use the shortcut anyway.
@myeungo Your command looks fine, unless there's a space before the - (I can't tell either way). Try clearing the EA App's cache:

If that doesn't help, try running the App as an admin: right-click the desktop shortcut and select "Run as administrator."
If that doesn't help either, I'm a little perplexed; I haven't seen any other reports of this lately. But as a workaround, you could try deleting these packs manually. They're labeled exactly as in the command line argument, and they're here:
C:\Program Files (x86)\Origin Games\The Sims 4
You can ignore the folders inside Delta, which are patch data for the packs and not relevant here. Make sure you've disabled automatic game updates in the EA App. Close the App and kill the EABackgroundService in the Task Manager before trying to delete any folders.
If the App still tries to reinstall the packs, it might only do so once, but if it keeps trying, you can create text files with the same names, and strip off the .txt extensions, in the same location. The App won't be able to create folders with these names if the files already exist.
- 11 months ago@puzzlezaddict There's no space, I double checked. Sadly I've done everything and they're still showing up. I'm not sure why they're not disabling. They're deleted from the folder, as well.

@myeungo Are you saying that the packs are loading in-game even after you've deleted their folders? And the packs haven't reinstalled?
If so, then either you deleted the wrong folders or you have a second Sims 4 install somewhere on your computer. In that case, try searching for the folder names. Open a File Explorer window, click This PC in the left panel, and enter a folder name, for example EP05 for Seasons. When the scan is finished, expand the window sideways until you can see the entire path to each folder, and use Windows key-shift-S to capture that portion of the screen.
Please do this for two or three packs, and post the results for each one. You should absolutely have at least two entries for each pack, even with the main folders deleted.

Yeah, they haven't been redownloaded and they show up even after I've deleted the folders. I tried one that I did delete to see what would show up (GP01), here's the results.
