Yeah, they haven't been redownloaded and they show up even after I've deleted the folders. I tried one that I did delete to see what would show up (GP01), here's the results.
@myeungo Where did you delete the folders from? I see an intact GP01 folder here, in the game's program files:
C:\Program Files (x86)\Origin Games\The Sims 4
I don't see any evidence of a secondary install either—there would at least be a GP01 folder inside ...\The Sims 4\Delta. (That folder is irrelevant for this purpose; I'm just saying it would be there.)
Separately, if you use the -w command line argument, by itself, does it work? It should force the game to open in windowed mode.

I deleted it the way you told me to do previously. Go to C:\Program Files (x86)\Origin Games\The Sims 4. Since GP01 is one of the packs I wanted to disable, I deleted it.
-w does work.

@myeungo Okay, then the problem is specifically with disabling packs, not with the command line overall. I don't know what's going on, only that I've seen this problem a few times in the last several years (maybe 3-5 max), and it's never had a good explanation. The function is working overall in the EA App—I tested it by successfully disabling EP01 and GP09, and we'd see more reports if this were a common bug.
Asid from uninstalling the EA App with Revo Uninstaller, or uninstalling and then using Piriform's CCleaner to remove hidden files, I'm not sure what to suggest. If you want to try, the free version of either app is fine; I'd use Revo's Hunter Mode if you go that direction.
It's also very strange that you'd see any content from the packs you've deleted. Are you able to filter by these packs in CAS or Build/Buy? That's the easiest test.

Oddly enough I can filter by them. I'm going to try uninstalling everything and reinstalling it, see if it helps. I'd like to disable the ones I don't use so my game runs smoother. I have 70 add-ons, so it's getting a little laggy.
