disabled snow and rain in options but they still occure in game

I have disabled snow and rain in game options but they still occur in my game. I have removed all mods and cc and started a new save again disabling rain and snow but they still occur in the new save. I play in Newcrest.  I have repaired the game and still have snow and rain appear in my game in both saves without mods or cc.

    @GroovyLady1968 Did you also remove (delete) the localthumbcache.package file in the Electronic Arts\The Sims 4 folder?
    It might help because the information of your game is stored in thislocalthumbcache.

    I have had this happen in a playsave where I disabled all weather and weather effects right after I installed Seasons. It  sometimes rains, and I get snow. I play in different worlds, not in Strangerville. There is no Mysterious Weather forecast (even if I get those as well). I am not sure if it is by design and it had not happened a lot.
