Driver issues
I used to play sims 4 on my windows 7 computer, but after upgrading to windows 10, it no longer launches. Every time I try to launch it, an error message comes up saying "Unable to start: Can't run ...
@general0rgana first for some reason the dxdiag is not finding a driver for the cpu - this should be corrected. The chipset graphics chip is showing 0Mb of dedicated video memory and the minimum required for Sims 3 is 128Mb of dedicated video memory. The GMA 3100 does show in the graphics chip game file the problem is the 0Mb video memory. The OptiPlex came in several configuations and the Ultra small Form Factor does NOT have a PCIe video slot and the other 3 configurations may require a non standard power supply that may make upgrading the video a problem. Investing improvements in this computer will not increase it's worth due ti it's age as What I see just meets minimum requirements and would need upgrades to play this game.
@general0rgana Well it may be possible to get your computer to play the game with a video card (if your computer has a PCIe slot) but it would have to be a low profile card IF if your computer is a slim line case. Power supplies for slim line case are usually non standard and make the video card upgrade even harder. Considering the age of your computer I would recommend a new computer as technology has changed a lot since your computer.
