EA app issues or Sims 4 issues?

Yesterday my game played fine. I have all the EP, GP and SP plus most all of the Kits. Today I go to play my game and when I go into the game it shows that several of my packs are missing in my game. I went to my EA app and went to "Manage" for my Sims game and sure enough several of my games are saying they are downloaded but not installed, I try to install them, starting with the Romantic Gardens but it gets to 2% and then pauses and I get an error. I have cleared the cache, repaired my game, restarted my computer and nothing has worked. I just uninstalled my game and started a reinstall, the base game downloaded and installed fine, but as soon as it started with the other packs, it got to 2% and paused and gave me the error. 

Any help or idea on what is going on, is greatly appreciated. I don't know what else to do.
