@EZB33 All of your packs are owned by your EA account, not your computer. So if you uninstall the game, those packs will still be available when you reinstall.
If you want to preserve your saves and other user data, all of that is in the Sims 4 folder inside Documents > Electronic Arts. This folder shouldn't be deleted during the uninstall process, but sometimes that happens, so please make a backup copy before doing anything else.
However, uninstalling and reinstalling doesn't help with custom content-related issues. What problem are you seeing? If it's only about the cc, you can just move the Mods folder to your desktop and see whether the game works. If you load an existing save, don't save your progress with the cc removed, or you can test on a new save instead.
