Endless loading screen when entering plan outfit/CAS

What expansions, game packs, and stuff packs do you have installed? Everything except cottage living
Steps: How can we find the bug ourselves? Have a sim try to plan outfit
What happens when the bug occurs? I get an endless loading screen when entering plan outfit or cas
What do you expect to see? I expect the screen to load within 1 minute or less

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The new update for cottage living has broke my game

This happened after the cottage living pack went live and the new patch/updates. 

it has also broke all my icons and swapped them all around 

cannot plan outfits without endless loading screen or cas
