I have this exact same issue. No Mods. All of my characters are stuck, resetSim does nothing, and the game cannot exit to Main menu or desktop. I've had to restart my computer every time I've tried to exit.
Laptop Specs:
16G RAM
2.4 GHz core i7
SSD
2GB GTX860M
Windows 8.1 64-bit
After this next restart, I can try to see if a new game has the same issue. I'd really not like to lose my progress on this current game..
EDIT: This seems to be limited to a single save file. I was able to start a new household, save and exit the game just fine. Is there any way to salvage corrupted household saves?
Not sure since the whole system doesn't seem to work properly. There are backups (ver0-4) but I don't think they work right. You can remove the extension to see if any f those work
