Did you rebooted your machine?

-delete temp files: open the Start Menu and type %temp%  in the Search field  or click in the Run option in the Start Menu and type %temp% in the Run field.Press Enter and a Temp folder should open. You can delete all files found in this folder, and if any files are in use, they can be skipped.

-restart your machine.

--run the setup file Origin with Admin rights  http://help.ea.com/en/article/how-do-i-run-a-program-or-a-game-as-an-administrator/#2

-go in Origin / My Game Library ,right click on game icon select Repair.

I moved your thread to the Sims4 section.

Look if there are processes for the Sims open in your Windows Task manager.

Please reset your user files.

try this: go to documents>>electronicarts>>thesims4  there you will find the saves folder and copy paste the game saves folder to the desktop first, and then delete that folder from the initial location then try the installation
