Facial features and skin alteration bug

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.52.100.1020
What expansions, game packs, and stuff packs do you have installed? Get famous, Seasons, Cats and Dogs, City Living, Get Together, Strangerville, Jungle Adventure, Vampires, Spa Day, Outdoor Retreat, Romantic Garden Stuff, Perfect Patio Stuff
Steps: How can we find the bug ourselves? Go into create a sim or plan outfit.
What happens when the bug occurs? I am unable to change my Sim's facial features or skin color in the sim edit. I also cannot go into the face detail change mode. I also cannot add any wrinkles or freckles.
What do you expect to see? Have the ability to change skin color, move nose/ eyebrows/ lips/ chin as desired. Also see the details mode magnifying glass icon. The face marks option for wrinkles or freckles needs to be accessible.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The game update today on 6/18/2018 made this bug occur. It was acting normal beforehand. I disabled mods and restarted game but the issue continued.

Note the lack of highlighting because I cannot click and drag facial features. Also note there is no magnifying glass icon to go into details mode.

    There seems to be this issue: https://answers.ea.com/t5/Bug-Reports/NEEDS-INPUT-A-Tattoos-and-Skin-Details-don-t-apply-to-all/m-p/7956315#M92078 but yours sounds a bit different.

    Could be a mod still active

    Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

    @crinrict I moved my files and restarted the game. There were no saves and I had to start a new game. I was able to adjust my sim's face when I was creating it for the first time but whenever I went to plan an outfit I could not change any facial or bodily features. Getting rid of my old saves did not fix the issue. Error still persists.
