@owophoric There are two potential issues I see here. One is that your laptop's processor is a bit weak, not really a problem all by itself but also perhaps not capable of keeping up with Sims 4 as it runs at ultra speed. I'm not sure this is the issue, but it's easy enough to test. Restart your computer, open Origin and put it in offline mode, then launch Sims 4 without opening any other programs at all, not even a web browser. This will lighten the load on the processor to a considerable extent. If you see some improvement, even if the problem doesn't go away entirely, you'll know that the workload is the cause of the lag, or at least one major cause of it.
The other issue is that some of the errors in your dxdiag reference an .exe that might be malware. It might also be a legitimate program: a few different apps use the same file name. But it's worth running a full scan of your PC anyway. Download the free version of Malwarebytes here:
Click Free Download in the upper right corner; you don't need to choose the free trial and definitely don't need to pay. Once it's installed, open it, click Scan in the left panel, then Custom Scan, then Configure Scan. Click the boxes for all the options and for your C drive, then click Scan Now. This will take a while, so you may want to leave it running while you do something else.
