There have been some changes done to this.
Since you can do them individually now. Select the room and there should be an arrow to lower/raise

What expansions, game packs, and stuff packs do you have installed? Get To Work, City Living, Vampires, Spooky Stuff, Holiday Celebration Pack
Steps: How can we find the bug ourselves? Go into build mode and click on foundations
What happens when the bug occurs? When I click on the foundation button in build mode, there's no slider to raise or lower the foundation.
What do you expect to see? There should be a slider there to raise or lower foundations.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I was playing and went to add a foundation to my house but noticed that when I clicked on foundations, there's no slider there to add one.
So I restarted the game and made a new game file but there's still none there.

this is by design.
It was changed as you can now have a foundation per building.
