Did you test this without mods installed ?
There's this issue on the resume books: https://answers.ea.com/t5/Bug-Reports/OPEN-Sim-no-longer-resumes-writing-books/m-p/6880454 but yours sounds a bit more extreme
Are you using the writing book on the freelancer menu ?
I'm just moving my mods folder out of my Sims 4 folder, it's 3GB so it's taking a little while. My sim can resume writing the book after cancelling, it's hard to explain what's actually going on because I'm not even sure myself. Yeah I used the write book option through the freelance menu on the computer, he starts writing but,, kind of doesn't? He sits at the computer tapping his legs and looking around but doesn't actually touch the computer. The computer is on and the screen is moving and stuff. but the progress circle around the action in the corner doesn't move as he "writes" and his writing skill doesn't increase at all. I cancel and resume, and the progress circle fills up to where it should be, but doesn't move past that unless I cancel and resume again, but when the circle is full (as if the book should be complete) the action just cancels when I click "resume writing".
