I can not get my sims 4 to start any more. Do I really need to pay for a new license of Orifgin to get it Active again?

No, you shouldn't need to pay for anything a second time. What happens when you try to play? Is Sims 4 in your Origin library, and does the play button work? A couple of screenshots—of the game in your library and of any error message you get—would be helpful.
