Furniture is disappearing
Every since the update, if I go visit a restaurant or any business lot stuff starts disappearing. I was eating at a restaurant & the table my sim was eating at disappeared right from underneath her. ...

Even if you disable voting going forward, it's possible that action plans have been enacted already, and NPCs can pick up behavior from an action plan active in a different neighborhood than the current one. Feel free to post in either or both bug reports, and you can keep an eye on both for potential solutions or workarounds.
