    NPCs from other Regions retains their regions NAP policies. This appear to be a bug. BTW there are up to 4 NAPs in each neighborhood.

    If you are not opposed to playing with Mods (and keep them updated) There is at least two I have seen "Sharing is not caring" and  simvasion_ecointeractions_fix

For me, the issue happened when my Sim was present and was holding a gathering. The NAP in place was the fitness related one, not Sharing is Caring.  I know how to save the game. I have thousands of hours of playtime. My issue is not that I don't know how to save. We were at a bar having a social event and all of the barstools, tables, chairs etc just disappeared one by one rendering the bar "broken" in Build mode because it was missing all of the elements. If other sims that attended have a Sharing is Caring NAP then I'd say that functionality is not working ideally if it means that the bar is just cleaned out of all stools, tables, chairs decorations etc during an event.  

I had the same thing happen at my home which was in a community that didn't have that NAP.
