No. They did say they're probably going to add them later but there's no guarantees.

To summarize, when you develop a game if there are things you want to add, this means that there are things you need to drop. In this case, this meant the team could not include either toddlers or pools.
This does not necessarily mean that toddlers and pools will never be a part of the game, just that for now they won't.
As for petitions, they're not allowed on Answer HQ or across EA channels at large, so please refrain from posting links to petitions. Thanks for your understanding, and please keep an eye out for updates from the Sims team during Gamescom this week. 🙂
So far the graphics have been really and the build mode/CAS system, however the game itself hasn't surpassed the Sims 3 for me personally. However, a main part of that is because the game is missing the Toddler life stage! I was just wondering if there was any word of when/if Toddlers would be reappearing in the game?
Nope, sorry. No info on toddlers at this point.
