@lilstarry Please try playing in a new admin Windows account. (This will eliminate the influence of any issues with your current Documents folder or anything inside it, as each Windows account has its own Documents directory.) Make it a local account, as in don't sign into Microsoft or OneDrive, and don't sync with any other services you normally use. You'll be able to sign into Origin and won't need to redownload anything, but your saves and other content won't be available.
Let me know whether this works, and we can go from there. If it does work, one option is to transfer your content to the new account and continue from there, but I can see how you may not want to if your current account is set up exactly the way you like it.

I've tried what you said and the same issue still came up even when I used a new admin Windows account where i wasn't signed in to anything.
However I did find that the problem only occurs when overwriting an existing save file, when saving it as a new save file there's is no problem and it saves with no issue. (That's still really inconvenient though so I'm still desperately trying to fix it lmao).
So I did find that the issue is with overwriting saves so that's a step further.
Do you have anything else to suggest in this case?

@lilstarry What antivirus do you use, and does it help to set exceptions for TS4_x64.exe and Origin.exe? If you don't have a third-party antivirus and just use Windows Defender, Controlled Folder Access may be active. If so, please either disable it or add those exceptions. Here's how:
