Game Freezes When Building Walls or Fences

So I have been working on some pretty large projects and every time I try to build a wall or use paint, the game freezes for about 2 sec. It runs at about 72fps doing everything else and it does not get above 15% CPU use, 60% GPU use, or 50% RAM use even during the spikes. There are a lot of expansions, but no CC or mods are used at all. Does this happen to anyone else? If so is there a good way to combat this?

PC Specs:

-Ryzen 7 3800X

-32 GB RAM

-GTX 1060 6GB

-(Game is installed on a Samsung EVO SSD which is separate from the boot drive where Origin and the Saves are)

Notes:

-FPS is not limited

-Origin In Game is turned off

-I have every pack except for 3 Game Packs and 5 Stuff Packs

-Works fine on small builds

-GPU and CPU temps are fine

-Running at 2560 x 1080

-GPU is identified in the Config file

I can't seem to find anyone else with this issue.

@CalChestis Does this happen on any lot, in any world? I'm not suggesting you test all of them, but maybe try a large lot in Willow Creek or Newcrest. Please start a new save when testing.

Please also enable vertical sync (if you play in fullscreen mode) or use an fps limiter (for windowed mode) when testing. It's worth trying and is simple enough to do. You can just use the Nvidia Control Panel settings for either one: as long as your graphics driver is less than a year old, you should have a Max Frame Rate setting within Manage 3D settings > Global Settings. Please check in-game to make sure fps is locked in as well. The cheat "fps on" will make the number appear in the lower left corner of your screen.

If neither of these helps, please run a dxdiag and attach it to a post.

First of all, thanks for the help. I use vertical sync and play exclusively in fullscreen mode and have used the FPS limiter. I have tested multiple lots in every neighborhood and the same issues carry over between all. Attached is the dxdiag. This issue has persisted across 2 different CPUs and motherboards.
Edit: At this point I may just be maxing out what the game engine can handle, but performance still seems to low.

@CalChestis What you've described does sound a bit more extreme than what I'd expect of the game engine, even as overloaded as it can be these days. Build mode actually feels like it runs better for me than live mode, although I haven't tested recently.

The free space on E is quite low, and it's a little low on D as well. Of course, this doesn't matter nearly as much as it would if you had that little space on your Windows drive, but it's worth trying to clear more space on any drive with Sims 4 content just to see whether it helps.

When you've rebooted, open the Task Manager and disable everything that's not absolutely critical, even if you normally have a use for it. For example, the Alienware Command Center is throwing errors, as is some Corsair software, so both should be shut down at least long enough to test. RGB software in particular can have an unexpected effect on performance sometimes. While you're at it, disable Game Mode and Game Bar, both under Windows Settings > Gaming. And don't open anything other than Origin and Sims 4.

I am gonna try everything you recommended. This PC is a bit of a mess so that could be part of the issue. Thank you so much for the help! I would consider this solved.
