Even if the problem is the lot itself, I do see a couple of issues in your dxdiag. The first is that you're somewhat low on space. While it's probably not causing any symptoms right now, it's still better for the overall health of your system to keep more like 30-40 GB free rather than the 15 you have now.
The other potential issue is that one of your monitors is plugged into the motherboard rather than the graphics card. I'm not saying this is causing your current issue, but it's worth considering if you have trouble in any context other than playing with this particular lot.
I don't know which monitor you're using for Sims 4, but it needs to be connected to the GPU. It looks like neither monitor supports DisplayPort, and your graphics card only has one HDMI port, so you'd need an adapter to have both connected at the same time. But the first thing to do would be to test with only one monitor connected, again if you see other problems separate from the lot in question.
If you want to figure out what's wrong with the build, try placing it unfurnished, and furnished but on a different lot; and try a different build on the lot you've been using. The idea is to try to isolate the issue.
