So I renamed my Sims 4 folder and let the game generate a new one, the issue definitely still persists. 2 seconds of loading, permanent freeze, then I have to force quit with task manager.
Would next steps be to try reinstalling? I repaired my game recently for an unrelated issue and that has had no impact on the Chestnut Ridge crashes for me.

See you are way ahead but yes, that was I meant. On the new folder, did you not put anything back and had the same issue on a new save game too or did you copy back your save game ?
Could you post your Computer's DxDiag?
- Press Windows-Key + R
- Type: DxDiag
- Click on Save all Information.
- Attach the Text File to your post
