Please also let me know whether the game lags in a new save with no mods or custom content present.
I took my original sims folder out and ran the game, it was still laggy but not as bad. Here's the DxDiag report.

@SeleneSimblr Your laptop's processor and its graphics chip are below the minimum requirements for Sims 4. That doesn't mean you can't play, but performance may be less than what you'd like. There's no way to upgrade either component, so you're somewhat stuck here.
One thing you can try is forcing Sims 4 to use DirectX 11 rather than 9. DX11 was only introduced with today's patch, and the implementation is a bit buggy from all appearances, but DX11 is better than 9 overall in terms of game performance. There's no harm in trying it, anyway. Here's how:
