Dine Out Installed But "You Don't Have This Content" In Game

I reinstalled my game a few months ago and have slowly started reinstalling the packs. I have Dine Out installed, but I just noticed that I cannot create restaurants or find them in the gallery, so I tried to repair the game, then I reinstalled the Dine Out Game Pack, and I disabled/removed mods/cc, and I've cleared caches but I still am unable to access the content in game. I try to filter in CAS, for example, and the Dine Out option is disabled and has the alt text "You Don't Have This Content." I'm pretty sure I've done all the basic troubleshooting, but does anyone have any tips? Thanks!
