@Izaka The Sims 2 graphics rules maker shouldn't have any effect on Sims 4. I've never used it myself, but the documentation and basic logic both say it should only be modifying Sims 2 program files.
At any rate, do you have the option to switch to 4k resolution in Sims 4's graphics options? Is your screen currently running in 4k? You can check by right-clicking on the desktop and selecting Display Settings. Please also let me know if the DPI scaling just above shows as higher than 100%.
Hi, thanks for getting back to me. I don't have the option to switch to 4k currently, which is strange considering that I did before. My screen never had the option to switch to 4k, only in-game did I have that option. I manually changed the DPI to fit my screen so I think it's a bit less than 100% but I'm not totally sure.

@Izaka If the value under Scaling and Layout is 100%, you're using 96 DPI (100%) and it's fine. Do you in fact have a 4k monitor, or were you using DSR through the Nvidia Control Panel to render at 4k? If the latter, double-check your Control Panel settings; the option may only be under Global Settings, not Program Settings.
Just so I don't have to ask a bunch of extra questions, please run a dxdiag and attach it to a post.

I was using DSR through the control panel to render as 4k. Here's my dxdiag post:

@Izaka Please reset DSR to 1x (the default), restart your computer, reenable your preferred setting, and test. If that doesn't help, go into Documents\Electronic Arts\The Sims 4, move options.ini to the desktop, and see whether you can enable 4k in the graphics options. The game will spawn a new options.ini with default settings, so if this doesn't make a difference and you don't want to redo all your other in-game options, you can delete the new file and restore the old one.
If that doesn't help either, try doing a clean uninstall and reinstall of your graphics driver, as described here:
Download a fresh copy of the newest Nvidia driver:
https://www.nvidia.com/Download/driverResults.aspx/187602/en-us
Restart after installing the driver and before changing any settings. You'll need to redo all your Control Panel settings; please change only the DSR setting and then test.
