For now, move your mods folder to desktop , delete the localthumbcache.package in game folder and fix the game in Origin. Some mod could cause it
If this does not help, you should reset the game folder.
- Rename the 'The Sims 4' folder to something like 'The Sims 4 old'
- Start the game, this will create a new game folder.
- Test if game is working now. If it works fine start moving Tray and "saves" folders from 'The Sims 4 old' over to the new game folder.
Theoretically, with the speed of data processing of this disk - 300MB per second, the game should load in 6 to 10 minutes depending on how many packs you have. But ... if you have a lot of CC and mods, very heavily loaded Tray and "saves" folders it can take more time. If you have any programs in the background turned on it also does not help.

As I said in my original post I've tried doing everything you listed above and nothing fixed it . My game used to have no problem loading. It was quick .A few minutes max.

There are two options
1. It looks like your game files have been damaged and the repair on Origin is not enough and you have to reinstall it.
In order not to lose old safes and library -Tray folder - store them on your desktop. You will move them later to the new game.
2. Your Windows system may have some problem that you can not see in DxDiag.
To exclude this
Check if your Windows is up to date

I checked both the windows update and the system from option 2 and my windows is up to date and the system has no problems. So I am going to try option 1 and see if it works.
