As I said in my original post I've tried doing everything you listed above and nothing fixed it . My game used to have no problem loading. It was quick .A few minutes max.

There are two options
1. It looks like your game files have been damaged and the repair on Origin is not enough and you have to reinstall it.
In order not to lose old safes and library -Tray folder - store them on your desktop. You will move them later to the new game.
2. Your Windows system may have some problem that you can not see in DxDiag.
To exclude this
Check if your Windows is up to date

Check also whether your system has any problems that may not have been shown in DxDiag

I checked both the windows update and the system from option 2 and my windows is up to date and the system has no problems. So I am going to try option 1 and see if it works.

I uninstalled and reinstalled my game through Origin and after finishing downloading the game and all the packs, it still took me 16 minutes to load the game and the house. And I didn't even add my saves or tray folder back in. So it doesn't seem to have fixed whatever the problem is. Is there anything else you can suggest for me to do?

My search led me to the Windows forum and there I found similar cases to yours. I'm sorry but I am afraid, that now you need the help of a real IT specialist.
I can not help with the complicated problems of Winndows10 There are more such cases on this forum, but I have choose only one, because all look similar
