    @Spinnerke  Since you've already tried most of the usual interventions, please create a new admin Windows account and try playing Sims 4 (and DA:I) there.  Make it local, as in, don't link it to your Microsoft account.  You shouldn't need to reinstall anything to load either game, but your existing user content won't be available.  That can be addressed later, of course; for now, just let me know how it goes.

And that fixed it.
The Sims 4 is running.

What is my next step to get my saves and CC back in order ?

If I copy the contents of Documents\Electronic Arts\The Sims 4 over to the profile of the new admin account, does that fix it or does that copy the problem along with it ?

@Spinnerke  You can absolutely copy the Sims 4 folder to the new account.  Rather than using an external drive, I'd suggest dropping the files into C:\Users\Public, which all accounts can access.

Copying over the files might reintroduce the issue, but it's unlikely to do so in a way that's irreversible.  I'd suggest moving over individual files, not the folders they're in, for example dragging the individual saves into the new saves folder rather than replacing the new saves folder with your old one.  This is only about how to place files in the new Sims 4 folder; you can just drop the entire old Sims 4 folder into Public and pick it apart once you're back in the new Windows account.

Please do test the files in small batches, testing each time so you find out right away if there's a problem.
