Glitch appeared after newest update

In my case it does not matter which of the neighborhoods, but suddenly my Sims cannot upgrade anything and it will show the movement block symbol above their heads. It is also happening when my Sims try to cook. They will start to cook and the meal is on the counter top about half way created before cooking and the movement block symbol comes up over the Sims heads and they will not continue to cook. I have sold and changed out the items be it counters or showers, etc. I have moved the Sims out, sold everything, moved them into another lot and then back again, but nothing is working and it just seems to be getting worse.
