OK. It looks like you will have to go the hard way by disabling the pack in Origin. Start your game and save it then reenable it. You will unfortunately lose everything related to the pack in your current save-game.
Ok I just finished doing that, still didn't work unfortunately.

Are you sure you did it in the correct order? First disable the Outdoor Retreat pack then Start your game. You will notice that Granite falls are no longer there as a vacation spot. Save the game. Exit the game and enable the game Again. Repair the game. Now start the game and see that Granite Falls are again available as a vacation spot.

Yep, just went through the entire process again, verified that outdoor retreat wasn't installed (world was greyed out and said it needed to be downloaded), repaired game, watched OR download, the world is installed now, but it's still empty

Ok
1. I believe doing that method has corrupted a save I've been working on for months
2. Somehow this problem extends even to my other save files which I've just imported from another computer. I was having that issue on the old computer and this is a brand new one. Granite Falls locations that previously were filled with lots have none and I have no clue why
