Having Trouble being able to build a deck and paint the terrian
I am having some difficulties on my game, I can not build a deck or paint on the terrian like I used to. Would like to know why?

could you specify what issues your having with the deck ?
As for the terrain paint, there's currently an issue for integrated AMD graphics chips which Maxis is aware of.
You can try playing in laptop mode. It's a visual issue.
