I’m not sure if high poly cc is just alpha cc but if so I try my best to stay away from it since it’s kind of uncanny to me so I stick with maxis match. But anyway my budget right now is $300-$400 and I’m totally open to buying second hand!

Its graphics chip is significantly faster than the chip in the one you linked, and it also has 16 GB RAM and 512 GB storage, which are great if not absolutely necessary. This model is as good as you'll find for under $400. I'm not seeing anything quite as good elsewhere, at least not right now, and I checked half a dozen different sites.
If you don't like this one for whatever reason, let me know why, and I'll have another look around.
