@jowainekni598 I don't see anything to disable on that list, so I'm not sure why Windows is using so much memory at startup. You might consider disabling or uninstalling some HP software that's probably running anyway even though it's not on the Startup list; let me know if you'd like to poke around a bit and do some experimenting. Still, upgrading to 16 GB RAM would push the problem back far enough that Sims 4 would probably never be affected by the extra memory the system is using.
