*HELP* SCREEN STUTTERING

Ever since the new update, everytime I go to use my mouse to drag my screen when playing the sims 4 it stutters.  I have my game driver up to date and my game up to date.  It has never done this before.  I have v-sync turned on and my fps set to 60.  I have closed out the game, restarted my pc and nothing works. Not sure what else I can do. Helpp pls
