High mouse sensitivity in CAS and Tab in Sims 4

@puzzlezaddictYes, I tested another mouse in the game, the problem remained. In other games and programs the mouse works correctly.

@maramunk  Please go into Documents > Electronic Arts > The Sims 4 and move options.ini to the desktop.  This will reset all in-game options, and if it doesn't help, you can trash the new options.ini and put the old one back rather than redoing all your in-game settings.  But it might help to have default settings; let me know either way.
