Horizontal lines instead of menu display

Steps: How can we find the bug ourselves? I purchased and download the game and open it once it had finished loading. All I see are purple, white, green lines on the screen. This is only on all options, menu buttons, and the loading screen. The sims and graphics seem fine, but the menu buttons are messed up. I can't read anything on it.
What happens when the bug occurs? All menu options are horizontal lines.
What do you expect to see? The menu options clearly as seen in any YouTube video, advertisement, etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
