How do I find missing expansion packs?(Sims 4 City Living)

I am missing the expansion pack "city living" for the Sims 4 for about a month now. I didn't  notice it for a while because I thought I just was making up items but I realized today that it is missing. I can select it in CAS and Build and buy mode but no items come up and the city is missing from the manage worlds page. I have tried restarting my computer, re-updating the game, and updating origin. When I look at my purchased games it says I have bought the pack. The only thing I haven't tried is uninstalling then reinstalling my game. I have since purchased the new tiny living pack so I'm not sure what the issue is. My game runs fine other than the missing expansion pack.
