Reinstall Sims 4 through Steam, then see whether you can install only the EA App-owned DLC, not the base game. It should work this time around.

Reinstall the EA App, then reinstall the game via Steam alone, as well as the packs you own there. Login to the EA App and download the packs you own there, but NOT a second copy of the base game; you should be able to do so via Manage > Manage add-ons.
ive just tried this and i cant figure out how to download my ea packs without the basegame? when managing add ons it only has expansion packs, but when i actually come to install it, it begins to install the sime 4 base game as well so my head is fried as there's no option to get rid of this in manage add ons
@hotspoodles It almost sounds like the EA App isn't recognizing the Steam install. Try repairing the game through Steam; the option is called "Verify the integrity of the local files" or similar.
If that doesn't help, click Add-ons below "The Sims 4" and next to Overview, near the top of the main Sims 4 page. Find one of your packs there and try to install it alone.
it still just tries to install another version of the basegame itself D':::
