How to download the dlc I already own
I found no button in the EA APP interface to download the DLC I bought on Steam. Now I can only download the game itself, all the DLC is unknown from where to download.

@lrah0uw2a8nr You need to install the base game through Steam, then download the DLC you own in Steam through Steam itself as well. (If you've installed Sims 4 through the EA App, please uninstall it first.) If you own any DLC through the EA App, you can then download it, just the DLC, and it should install into the Steam version.
