How to fix disabled for special venues

The restaurant option in the lots suddenly disappeared. And when i cursor over the ones i made before it says "disabled for special venues". I already repaired it in the origin and restarted the pc as instructed by one of the ea agents but the problem still exists. How to fix? I bought the dine expansion pack before.
